I’ve been trying to figure out ilvl’s and how they relate to the armor, dps, and stats of equipment but it seems like it’s all over the place from the little research I’ve done. Is there a resource somewhere that explains how Blizzard calculates item level, the stats it gives, and the character level requirement?
To be clear, I know how to choose gear, this is an academic inquiry from someone who likes to know how things work.
It requires 4 elements.
Plus the addition of Math.
Lightning, liquid sand, 7 marshmallows and a Dev that is locked below Old Iron Forge.
We’ll need a crack team to get them, but I’ve watched all the “Ocean’s” movies several times. I am up for the task.

Figured out a rough number ages ago, might no longer be entirely accurate.
An increase of 1 item level is roughly a 1% increase in stats and output. Maybe slightly less.
It’s also exponential.
And that’s the important part, and still correct.

Stamina, Semi-Charmed Amulet (Necklace) has
678 ilvl: 22487 stam
684 ilvl: 24211 stam
So we know 6 ilvl increase means a stam multiplier of 24211/22487, 6th root of that is 1.01238771345 so 1.0123877x as much stam per extra ilvl
Check: ilvl 671 should have 22487 * (1.0123877)^(-7) = 20630 stam, real value: 20593

There is. To figure out the gain, you have to measure per-slot. Each slot has a certain weight, weapons give more stats than boots for example. Could go through all the math but that will have to wait for me to get home.
For the main stat, at least for INT on cloth (it’s probably the same for the rest, but…)
INT = 32.27 * iLvl - 17819.23
INT is a linear growth based on iLevel (as measure using a heroic piece, but since that’s covers half of Champion, it’s probably linear all the way from Explorer. Note, that’s for epic gear. Green/Blues use a different formula. They do not grow as fast.
While main stat is linear, as you add in the secondaries, item power becomes geometric. 12 ilevels (4 steps up), is not “4 units of power”, the secondaries curve up power, rather than making it a straight line.
