I saw it in the junkwatt depo yesterday, but I don’t see it there today. Secondary question, when the weather machine isn’t there, does mr. fixthis still drop the item to interact with it?

The weather machine despawns after it is activated and takes quite a while to come back. Mr Fixthis is not the only thing that can drop the activation item, although he has the highest drop rate - any robot in Junkwatt can. And yes they can drop it regardless of whether the machine is up to use it. I have had several just time out in my bags with no chance to use them.
