At the final room where I have to confront a certain NPC (spoiler), all NPCs seems uninteractable and is not moving or running any RP scripts. I waited in the room for a good 15 minutes, even ran around and try clicking any and everything to no avail.
Is it bugged or am I missing something?

Are you using Elvui? If so that might be the problem. Someone else had the same problem and Elvui wasn’t showing the extra action button you’re supposed to get.
This. You need to need to shout a challenge, which shows up as an extra action button when you are standing in the right area.

I use Elvui, the button showed up.
You must have the “Extra Abilities” checked in the new edit mode, right click on your picture (nameplate) and scroll down to edit mode, to see the “Confront Odin” button
I dropped the quest trying to re-enter the scenario, anyone know how to obtain it again?
It should be in the Valdrakken Inn where you first picked up the quest.
