Is the new ring Cyrce’s Circlet worth it to use in PvP or is it heavly nerfed ?

All the gems are nerfed by 75%, some of the gems (dmg proc one I think) didn’t have the nerf applied but they hotfixed that last night.

Doesn’t seem worth it.
