Is the Lunar fireworks vendor gone? (Horde)

I don’t see the Lunar fireworks vendor up by the FP in Orgrimmar anymore. Is he there for anyone else? Was he moved? I can’t do my quest without it.

For the time being I’d go to a vendor in another capital city.

It was there the first day but then they removed it. Not sure why, I cant think of any reason to remove the vendor for the even from the main city.
