Also, as far as i know, you need to be 6/6 cypher gear to use it. Because it will bump up the ilvl of the relic gear from 246 to 252.

It says on the PTR that you can not use this unless you are 6/6 cypher knowledge. But you never know, maybe you can use it if you want to keep the relic gear at 246, but on the PTR it wont do it at this point, unless they change it before Tuesday.

I think if you’re upgrading mythic or PvP gear this isn’t needed

True. It is only if you are upgrading relic gear from ZM. We were suppose to be able to upgrade Cypher gear, but have not seen that. Were suppose to be able to put the enhancement powers in pieces. Maybe they scrapped it, idk.
