So I thought I’d go through some of the Shadowlands content which I missed. I took my level 10 to Chromie and went through all the Covenant quests getting up to level 40. Then, nothing. To do anything else in Shadowlands requires level 60, apparently. So, contrary to the claim, you can’t level from 0-60 Timewalking Shadowlands.
Fine, I’ll go earn the other 20 somewhere else. Neat. Come back, get into the Bastion story, only now the main campaign is inexplicably blocked by having to do Spires of Ascension. Fine, I’ll use the Dungeon Finder and… nope. Only BfA dungeons there for some reason. There’s no support that I can find to run the dungeon I need to do in order to progress the story short of standing outside yelling for someone to help.
Why is this so difficult?

I’m not sure if you will lose the BFA dungeon finder at 61, but my guess is by 61 it should switch to Dragon Flight only dungeons.
For Spires, you may not be able to use Random Dungeon Finder, but you can also travel to the dungeon. When it’s not controlled by Chromie time I am not sure if you can solo it, but you can use the Look for Group to see if other players are doing that dungeon in this manner if it is too difficult to solo.

I can understand (I guess) why SL dungeons wouldn’t be in the Dungeon Finder, if there’s a new expanion out. But why are BfA dungeons in there? It makes no sense. I couldn’t do the SL content BEFORE level 60, and now it seems like I’m not intended to do it AFTER 60 either.
What was the Chromie time you did levels 40-60 in?

BFA is considered the standard timeline for new accounts and those not using Chromie time, that’s why those dungeons appear as the lvl 60 option until you’ve gotten a little further into to Dragonflight.
I hear you in the Shadowlands support, or lack there of. It is a rather convoluted mess to do now.
Though I’m curious how you ended up 20lvls short, I usually only need like a zone and a half to go from 10-60 on Shadowlands. But you did all zones then still had 20 lvls to go?
At least you’ll be able to solo the dungeon when you hit 70. Annoying that you can’t do it before then unfortunately without jumping through some hoops to get a group.

I did some BfA without Chromie for 40-60
SL wouldn’t even come up if op didn’t already do bfa. In fact chromie time wouldn’t even be available to do any others besides classic zones in which i don’t think you need any chomie time set, you just walk into them. As for the dungeon finder it might be a bug. SL dungeons should come up at 50.
@OP try making sure chromie time is shut off, i don’t think it needs to be on past 50 in which it might trigger open the SL dungeons
I’m not sure what you’re trying to say here. Chromie Time has choices of BC, Wrath, Cata, Mists, Warlords, Legion and SL. It doesn’t matter if an experienced player has done some of BfA content or not. They can go back and forth to Chromie Time as they please until level 58. At level 58, you either need to be in and stay in Chromie Time or you need to do BfA. At level 60, you’re removed from Chromie Time and you are given the pop up DF quest.
Old world Vanilla zones only go to 35. Each expansion does still have a level range. BfA being the starter for all new players means that expansion goes from 1-60 now and it’s the default for dungeons outside of Chromie Time.
It should be the opposite. They need to be in Chromie Time in order to see SL dungeons. Because the default outside of Chromie Time is BfA.

BFA is considered the current time line for new accounts or non Chromie time users, as I stated. Shadowlands was deemed too confusing for new players to just jump right into so they rescaled BFA to be the default 10-60 levelling experience.
That is why open world BFA is lvl 60, not 50 like older players would assume. You can check this right now if you head to the zone.
As such, once you leave Chromie time by either choice or outlevelling it, you get BFA dungeons until you unlock Dragonflight ones. It is not a bug and is just how it’s set up.
Good question - I just wanted to experience the Bastion storyline so I first tried doing Threads of Fate on another toon. Well, THAT was apparently cancelled too. So I focused on Campaign missions only on a new character, skipping side quests, since I had intended to go on to the Covenant missions. Then I found out those required level 60 and was stuck. It’s been frustrating.
