i’m only lvl 57 mind you, but i have been sitting at this dummy for 10 mins and i have gotten 2 procs off this talent.
either the proc chance is very low or has an internal CD of 5 mins.
it does a lot of damage on top of laying down a consecrate, but i don’t think it’s worth it despite what guides say.
It’s roughly 3% of someones overall in dungeons, which isn’t too bad. It’s certainly better than nothing. Also were you cleaving or using ST dummy? It only procs off radiant damage
i was testing on the group dummies.
2 procs is really really low over ten minutes, I think it’s got an icd of roughly 20 seconds too, it should be proccing once or twice a minute. So I’m uncertain on why it only procced twice in 10, but yeah generally the talent is alright. Arbiter is better if you want a bit more ST prescence, 57 is low though, so somethings probably being skewed there, but it’s definately doing something at 80
every target provides its own proc chance, it’ll seem low in 5 target but it ramps up when your at 8-10 targets.

Yeah but not only two procs every ten minutes.
I don’t know what it is but he’s doing something drastically wrong.
could be a exaggeration to give his post more merit. ya know people do that to emphasis there post for some reason

Doesn’t work on the Dots.
If it’s a single target dummy the only abilities that can proc it will be Wake, the first tick of consecration,your mastery and divine hammer (?, don’t have extensive testing for this one).
On the group dummies it should proc more but you have to use divine storm.
If you’re level 57 you might not have seething flames which would give you 2 more chances to proc it in ST.
Your mastery must also not be that high so it’s even harder to get it off.
At 80 in AoE it procs almost on CD, in ST it may take some time but it’s much better than it used to, thanks to the mastery update.
Why would higher Mastery give him a greater chance to proc? 
Read the Searing Light talent, specifically the things that can proc it.
mastery cna proc it as well,
mor mastery means more % to proc the mastery damage effect which procs more searlight

They could also not have ts specced, which is another way to get it to proc. Also at lvl 57 they do not have access to hero talents, so no herald to boast it’s proc chance, as it has a chance proc on application of radiant damage DoT’s but not the ticks. (Same logic applies to cons. And possibly DH)
He said he was following some guide, I’ve yet to see a guide recommend TS aside from Delve build on Wowhead.
I assume he doesn’t have it but leveling guide might recommend it.
