I turned 80, finished the campaign, unlocked world quests, and wanted to start the questline “Against the Current,” For the final War Within campaign. Alleria was not present in Azj-Kahet or Dornogal to give the quest “Surface Bound,” and Moira wasn’t at Dornogal to give “The Fleet Arrives” quest.
The reason is that I did not have enough rep with one of the factions. You need at least lvl 4 rep with all of them. This does not seem to be well documented, and may be frustrate anyone who want to unlock the Earthen race later.
