No, if you kill heroic you do not need to clear the lower difficulties…
per blizzard:

Most Heroic pugs only invite people who already have AotC

Exactly, which makes things very difficult if you don’t have a regular group to run with.

even geared with AOTC its hard to get into H fyrakk groups because every 2h str user is queuing for it, so theyre already wading through 40 paladin,dk,war applicants

You can also just buy it on heroic before you do it on heroic. I have no idea why people care about AOTC so much when logs are right there, give you much more information, and aren’t generally for sale.
