Are you only interested in moving to TBC where the reduced XP and boosts may come into play? If you are only keen for Classic Era, any time is good.
To be honest, there’s 3 and a half weeks until TBC release. While you’ll likely get some levels in, it wont be as fast as if you were in TBC XP rates, though will be levels before it’s release.
This could open up options for you where the boost may be better use on a second character (from scratch), while your main can complete the levelling process while the TBC zones are likely to be hectic (in the early weeks).
