Got exalted with The Thorium Brotherhood to get some recipes.
But I never had an option to buy/sell stuff to him. So I thought, maybe it opens up at Exalted. But nope.

It’s uh, at the bottom of the npc talk frame in that picture, around the gray border. They broke dialog windows that are supposed to have a slider that lets you scroll down. It’s hard to see but you can still use it.
If you can’t see it on your picture, I’ll share later or tomorrow. Can’t do it right now.
Alright, here’s where it is:
At the very bottom of the NPC gossip box.
I believe this is the only NPC this happens with, because no other NPC has quite as much gossip text or quests to get this far down.
