I’m watching multiple big streamers use it. It doesn’t change anything for anyone else, only you as the player, as you get to see your character in cool end game gear w/o actually having it. Just curious
it’s bannable if it interferes with game files, yes.

it’s against the ToS but they almost never ban for it.
It’s like gold buying and botting. It’s against the rules but it’s essentially a “No diving” sign at a swimming pool that has no lifeguards.
you do have a chance of getting banned for gold buying. Botting most likely you will be gone as well, even if it takes time for a wave to go out. But imorph they historically have almost never banned for.

Just like lots of other things, they used to ban any manipulation like this if detected. I miss when the game had GMs.
My buddy got banned for 2 weeks on SoM launch first offense for it. Guildie in wrath guild got perma banned last month for it. It’s extremely rare but they will ban you for it.

It’s cheating, they want you to actually earn your gear to enjoy its aesthetics.
It would be extremely easy to completely eradicate botting, but because there is a huge financial loss to Blizzard to do so with the loss of subs and the payroll costs it will never happen. Even developing/updating the software has a financial cost and again, Blizzard just wont. It’s like relying on Norton Antivirus 2012 edition to protect you from current threats 
Nobody gets the death penalty for double parking either!
This is quite the claim. I’d be curious how you would recommend going about doing so, if you’d like to share your ideas.

Easy, prevent any trading between players and limit the amount of items you can farm a day. Botting solved. Also, game’s ruined. But ehh, minor details…
People might buy accounts with leveled/geared toons.
I feel like a lot of anti-bot measures end up as changes that permanently negatively impact legitimate play, but only affect bots for like… not even really enough time for it to matter.
I would be curious to better understand some of the changes though, as it’s quite possible that I simply don’t know or haven’t thought of several aspects of how these types of things may impact automation, and how legitimate the play really is/was.
A couple of examples that come to mind are the mobs in dungeons that knockdown and prevent higher level toons from just bulldozing through older content, or porting players to nearby graveyards rather than dungeon entrances upon logged out resets.
Watch the video about botting in SoD after the server reset. There are over 100 bots right there. Are you really telling me it would be hard for a Blizzard employee to monitor that and just instant ban all of them?
This is true. Not “technically” true, but modifying the game’s files outside of the allowed scope (i.e. add-ons) is against the Blizzard EULA. Anyone can Ctrl+F to “Consent to Monitor” right here:

Bold & italics for emphasis. The EULA, throughout the whole thing, says Blizzard may take action, that they reserve the right to take action. It doesn’t say they are obligated to take action. If someone is streaming with third-party software that modifies the game files to make aesthetic changes, they are fully in violation of the EULA, but Blizzard has reserved the right to take action. They’ve given themselves the ability to be as biased or non-biased as they please, and by playing the game, you’ve agreed to this bias.
To OP: Still wouldn’t recommend using something that modifies game files, even if it’s aesthetic only, and even if you’re not streaming or sharing videos/screenshots. Depending on how it interacts with existing files, you may end up triggering a detection method that just sees third-party software and instantly drops the hammer on your account.
