After reviewing a number of event logs,
sword specialization, windfury weapon, & windfury totem each yield an extra attack that instantly occurs with the next melee auto attack.
HoJ does not.
Is this a batching bug?

HoJ doesn’t work like those, neither reckoning. It’s in a different batch window, kind of like Seal of Command. So, instead of both attacks happening at once in the same window, it’s actually a regular attack followed by an attack with a -100% to the swing timer, in a sense. At least that’s how I understood it.
For this reason, it can proc Seal of Command on both swings, whereas something like reckoning cannot.
Batch windows like these also have funky interactions with weapon procs. It’s hunter wingclip spam, and warrior hamstring, don’t work as well as expected for something like nightfall - the attack is in the same batch window, but if you want more procs, you need something like hoj or SoC in a separate window.
It’s all very weird.
