If it is then Blizz will ban the addon 
Blizz are the ones that decide what the API can do, it’s not like they go to apiSupermarket and shop around for macro api.

Here is a quick guide.
Does the addon allow them to perform multiple actions with 1 button that otherwise cant be done? If yes, it’s bannable.
Odds are really high that if an addon is found to do too much, Blizzard would just break the addon via removing or tweaking the API(s) that are causing the issue and not punish players using the addon…now of course if the addon’s primary purpose is to blatantly exploit somehow…that’s a different story.
Some addons today are already borderline cheating like DBM literally marking players and causing them to do a /say bubble if affected by certain mecahnics without any kind of player involvement and yet nearly everyone of any worth and caliber runs them without a 2nd thought. Odds are quite good if you got your addon off Twitch or whatever the next main reputable site is, you’re fine.
Except key broadcasting software is third party software while macros are a built in feature.
