Is it possible to leave Exile’s Reach without completing the dungeon quest? I rarely join groups because my PC is old and slow. I’m not interested in joining a queue for Darkmaul Citadel unless I absolutely have to in order to progress this character.

I don’t think so. AFAIK, the only way off is to take the griffin ride & that is only available when you complete the dungeon.
