Is cloak of shadows too op?
It gives rogues 5 seconds of complete magic immunity, in addition to clearing all existing magical effects. What if the whole “5 seconds of magic immunity” were taken away from cloak of shadows, and given to vanish instead?
We would still be able to clear DoTs with cloak of shadows, but we would not be able to use it as an offensive cooldown. Only defensive. On the other hand, we would lose no defensive utility on vanishes.
Vanish is an offensive cooldown for Subtlety, as well as Assassination depending on your talents.
Cloak of Shadows is 100% defensive. Using it aggressively does not make it an offensive cooldown.

Isn’t cloak rogues only answer to hard CC in PVP? I don’t play rogues, so I don’t know.
Not OP really, but frustrating to fight against if your gapmaker/survivability cooldowns aren’t there when they pop it. A rogue’s timing when using it is more deadly than the ability itself.
Might not hurt if a couple classes had an ability akin to Shattering Throw/Mass Dispel that could strip CoS and maybe Aspect of the Turtle.
Yes. Nobody should be immune, except for paladins.
