Am I able to just play beast Master for Solo Que Arena/PvE? I seemed to do fine in random battlegrounds tbh and I have not used a dps addon to see my dps for dungeons yet but I did have a another hunter mock me for playing Bm in a bg earlier.
I’d give BM a solid B tier atm. Probably middle of the pack in terms of viability / power.
Marks has more burst / kill potential in rated pvp currently until the double tap removal next patch, while BM will scale pretty well once you get tier and gear and is unlikely to see any significant nerfs.
I think all 3 hunter specs are viable in the right hands and with the right comps in arena. Solo shuffle will be easier with marks > bm > surv.

In regards to PVE BM excels at ST, and that’s about it. Our cleave is very bad unless that pack size is pixel stacked by the tanks and is around 10-15 mobs because we don’t have an AoE cap like MM.
You can also look over Warcraft logs and see how well we perform in the raid, but Subcreation has BM at a B tier for M+ and A tier for the raid.
Even if it isnt viable, I have fun on the class and that is the most important. I been a BM Hunter main since BC and I wont change. Blizz needs to make some tweeks to them and yet they are no where on the patch list, that I have seen, for next patch.

Judging by raider io, bm hunters are clearing high keys (20 and up).
This nonsense notion that bm hunters are garbage are from players who either dont know how to play their class or dont know what theyre talking about

PVP
Everything is viable to some degree. The question I would ask more is if it is viable for you. If you dont have the mindset for a class you will be on the forums complaining it is useless in PVP. BM kind of plays a control play style as you are low on burst but you have high uptime on your opponent which will drain the opposing healer’s mana. Your defenses are skill shot traps, your dps is a npc, and you have to juggle barbed shot while positioning and managing trap cooldowns. Solo Que aint bad. I find the main issue is BM needs to kite and los a lot and if the healer can’t appropriately position then you will have a bad time. Other than that, it is just practice learning how to keep the spec alive and the uptime on your target as high as possible.
I wouldnt say my experience has made me feel that the spec is useless without a buff. It is more the classes that are meta right now are also your natural counters.
Or maybe they dont have 4pc or even 2pc.
I never once had a single issue in PvE with BM. I could solo bigger elite mobs and it was always easy. I did just fine in keys with BM, as I was always able to move and cast without issue, so I was always doing some damage.
I will add - fighting the same PvE open world mobs with BM as MM… my MM just mows down the enemies quicker. I was thinking “how will I get away when they get too close” - thinking my pets always tanked and held aggro… ahh… the enemy never gets close.
