Or if i wanna go feral for PvP do I need to buff things that benefit cat form? Guessing it’ll be the latter, but asking on the off chance bear is viable for RP/RPPvP reasons
Druid pvp is going to involve a lot of shifting in order to take advantage of each form’s abilities. You’re not going to succeed by staying in a single form, so you don’t really spec for “bear” or “cat” for pvp.
You mainly need to decide if you are going to focus on ranged damage (balance/resto hybrid spec) or melee damage (feral/resto hybrid spec).

Druids I recall from years ago in (group) PvP:
Not being attacked: Heal or Shred as cat from behind.
Being attacked: Bear
Getting low on health: Stun. Dash or Travel Form or Water Form away, heal up, come back.
Whether you want to buff cat-related items (the very few cat-only talents for example) is up to you. For the most part there’s a good bit of synergy between bear/cat though.
