I’m currently leveling alts and it seems to be a decent ring to have. I didn’t level in WOD but I have a 120 hunter that I can use to complete missions faster if I have too.
Depends on how fast it pops up nowadays, but i have no clue.
If it’s a common mission then it won’t be hard.
My wife had a difficult time getting this mission table quest to cycle through. (I believe it took several months)

Don’t quote me on this; but I think it had a low success chance to boot.
I was lucky enough to get mine in WoD but my wife didn’t have such luck.

The spawn rates for them are low. So you’ll just have to check every now and then.
So, as to avoid being too much of a downer; there’s another BoA ring that’s almost as useful. It won’t add agi, like the Taylor’s but it will give 5% added exp.
You can attempt its acquisition once per week and it’ll only take about 15 minutes to know if you got it or not.

You’re not going to have a good time getting it if your shipyard isn’t upgraded, if that’s what you’re asking.

I have tried that about 50 times and gave up. Not worth it imho.
The Draenor rings aren’t that hard to get, but it’s not instantaneous either.
I redid them fairly recently for this account, it basically just means getting the garrison to level 3, unlocking the shipyard, obtaining the ghost equipment plan, and then clearing treasure missions until the rings start to pop up.
That’s from memory, but it’s roughly that.
It didn’t take very long for me to get all three.
