Absolutely, no!

RW should not cause anything to cleave, let alone obliterate. Theres already a neglected solution within the talent tree: Frost Scythe.

With enough haste and rune refunds you could cleave/keep RW up indefinitely going into S4 secondary stat totals. This would blow frosts AOE profile through the roof and require significant additional tuning to multiple talents and abilities.

They would need to make FSC baseline and not a talent though to come anywhere close to a replacement for cleaving strikes.

Frost losing its cleave profile and having to choose aoe or st based off talents like unholy will kill the spec in what little niche it has. Already not a meta pick for M+ this will only make it worse.

Here is my vote in order of preference.

Full spec redesign > Cleaving oblit removed and FrostScythe re-tuned to do sizable damage in AoE > cleaving strikes moved to RW > DnD cleaving strikes.

My content of choice is rated PvP arena and high level m+. As I have been pushing into +26 key territory I’ve realised how bad a 2-3 target cleave spec can be. Killing 2-3 targets faster than the rest of the pull doesn’t work as well as evenly distributed aoe dps on big pulls. Also the random nature of what gets targeted by your cleave. On bolstering you end up buffing mobs you shouldn’t, and on spiteful you will spawn shades early and then your valuable dps from cleave might get eaten by them.

PvP is also a mess atm for the spec, but that’s a whole other post.

I know I’m in a small % of people doing that level of content, but that’s my take from my experience.
