Generally you want to stay within 5 or 10 iLvL (5 if you are a healer or a tank) of whatever drops out of the content you are looking to run.
A 10 drops 455 iLvL loot out of the end of dungeon loot chest, so the absolute lowest you want to run it on is a 445, but 450 would be fine.
But also iLvL is not as relevant as other metrics, such as Essences and Corruption effects. So bear that in mind. A 445 iLvL character with 4 rank 3 BiS essences will beat a 460 iLvL character with only 3 rank 1 or 2 essences generally.
Theoretically, yes. Ive done up to 15s in almost WQ gear; however, with the way group finder works, you will need cutting edge with 480 ilvl and 3500 io to do +10s.
Easily, do your group a favor though and learn what the +10 affix mobs do. What to interrupt/stun. If you were Horde I would take ya and show u the ropes
If you have a good team you can all be 20-30 ILVL lower and do a 10, but it has to be the right week and dungeon or be damn good, like you cannot do tyrannical AD with too low ILVL or KR on fort week.
A high enough ILVL can brute force a dungeon, but too low and you need to pick and choose or you won’t pass, let alone time.
For a 10, I’d also make sure you’re gemmed and enchanted, even if with the cheap stuff. Being generally familiar with the mechanics that change on that 10 will help as well, because it adds 4 new mini bosses.
Put some enchants on and gem your gear then go for it. Makes you look bad to potential groups if you aren’t willing to drop 2k on some gems and enchants to contribute to the run fully.

Basically the higher someones IO score, the higher keys they have done, and one hopes a reflection of their experiences. Though it can be cheesed with carries.
