I just did RFC with a group. Ran some quests that brought me back near RFC about 20 mins later. I went in solo just to see what would happen. The mobs respawned. This a bug?

Not a bug, trash respawns in dungeons.
The trash respawns but are worth barely any xp. The bosses are the vast majority of the xp. Atleast I think this change made it into live? (WoW Classic Era 1.14.4 Development Notes)
The trash respawns, which is helpful for certain quests.
Ex: The 10 bandanas quest in the Stockades. This item drops from trash mobs, and it is unlikely that your group will get enough in one run for everyone to finish the quest. So you go out of the dungeon, turn some quests in, take a 5 minute break, and then all head back inside Stockades to kill the respawned mobs and finish the bandanas.
