I have mulitple geared characters in the 360s atm .I cannot for the life of me get my gear into the 370s because everyone is looking on a site for some IO level . It is highly frustrating knowing the mechanics of a instance and trying to gear your character and getting denied constantly because some website . i am to the point of just quitting this game . I know some people have this issue .

Do you have a key in your bags?
I live the IO site. It's annoying though that on high population realms almost none of the keys you do count.
Blizzard should implement it's own system or fix it's API so that all the keys count. If all keys counted and players understood how it works it's actually fun to build your rating.

This is your main issue here, and you even admit it.
Push your own keys, get more experience, and stop worrying about raider.io all together.
It only ruins your fun if you let it. If you dont, it can be a useful tool for maximizing success on keys. You just dont understand it.
Why would I want to invite someone to run my key if it's clear they have no experience running keys at that level?

RaidIO is cancer. You have perfectly capable people who get denied simply because they haven't spammed every single instance and gotten lucky enough to clear it in time with a favorable affix.
It leaves out a large population like me who did a ton of 15+ legion instances but since I can only really play on the weekends due to work schedule, I get rejected just cause my IO is only in the 700s.

Pretty poor excuse imo. Delete the key or run it anyways, when you finish it ( even under timer ) it will change dungeons or get a new one on completion. This is part of pushing a key, and chances are most of the people's groups you queue for in lfg have been through this up and downgrading, even if it was to only get out of dungeons they didnt personally like/want.

Other example: Invite 367 arms warrior to a +6 Ubderrot. Warrior pulls extra trash left and right and doesn't know boss mechanics.

No you don't understand, I did run it anyway. The Shrine changed to underrot and the underrot changed to shrine.
Though yes, one of them was actually a TD after an underrot. I beat the timer on a +8.
And got Shrine...
I don't understand what this means, but from what I've gathered, it favors people without lives who endlessly spam mythic + keys day in and day out to rack up an arbitrary score that potentially makes you seem like you're better than you really are, and makes certain key levels seem harder than they really are?
Man, screw randos. Just get some guildies together and run it internally. Its the same crap like gear score, ahead of the curve raiding achievements for a normal run, and the like. Just more bad players who want to be carried rather than make honest efforts.

Raider IO is a tool, nothing less nothing more. The addon will not be going anywhere but what will probably happen is that Blizzard will increase the amount of information they release to help out further. Like they have already done once before. FYI, Blizzard likes Raider IO so instead of spending time here, maybe go work your way up the rankings if you want to get accepted to push anything past an 8.

You may just want gear but a lot of groups want to push keys. People prefer to invite others with similar goals in mind. Without io you can simply BS your way into a push group and lie about knowing all the mechanics of the dungeon. I wouldn’t say it’s worth giving a rando a chance to prove himself either because one weak link results in a depleted key. I’m not willing to take that risk.

Unfortunately society isn't going to change any time soon. The long and short of "scores" such as these is simply that when it comes to a PuG you have no idea of the skill level of the players you are inviting. Apart from the class, role, and item level you are essentially going in blind. Raider.io adds another indicator to "hopefully" assist you in picking good partners by calculating a number based off the content you have completed.
It's not really accurate, and yes it can be gamed, but it's something, and that's something that players feel they need when it comes to content like M+ where you can quite literally fail, and you can't replace members.
Now for your situation there are two ways that you can work around it, the first is the classic "make your own group". It's a bit of a cop out response I know, but ultimately what it does is put the power in your hands, you get to decide the requirements and people have to play to your drum.
The other situation is to simply embrace raider.io even though you don't like it. What I mean by that is to simply accept that you will be measured by it and play according to that.
The way that I would do this is to lookup your raider.io and see what people are judging you on.
Raider.io only takes your best run for each dungeon, not multiple runs, so you want to increase your lower runs as much as you can for the most benefit.
Upgrading a +3 to a +5 or +6 will grant alot more benefit than a +8 to a +9 for example.
So in your example you haven't got a score for Siege of Boralus, so that's your first easy ticket. Your gear and your current score should easily get you into at least a +4, that's an extra 40+ points to your IO score.
You also have some old +3s that you did over a month ago and haven't came back to.
Step into them with your increased gear, equalling the difficulty but completing on time will at least double your score for that dungeon, completing a +4 or +5 will provide even more benefit.
Over 3-4 dungeons if you pick the right ones I can see you easily boosting your raider.io score by ~100 which will make a huge difference to you.
If you play the game like that, propping up your lower scores rather than trying to get higher keys you should be able to boost your io score to a point where it is more likely for you to get into groups.
