After redeeming a WoW: Forever Invite-A-Friend Launch Code, can the recipient continue playing the same account and characters after November 11 by purchasing only a standard WoW subscription, without buying a Skyborne pack? There needs to be clarification as it only says from nov 4th - 11th.

You can keep playing afterwards once you subscribe on that account. There is nothing extra other than having a subscription required to play WoW Forever.
At this point I don’t think you should/would want to buy the packs as the top 2 give you access to Beta.
As far as packs goes, wait until Saturday to see if they add any other packs since Beta ends tomorrow.
thanks , im asking for a friend who i gifted a code to.

The game is included with the standard subscription.
The only thing the packs give you is what’s listed in the description eg access to create a skyborne character, a few pets, some retail stuff, etc depending on which pack you buy
