Invader's Scourgestone - no turn in for argent dawn tokens

You have to get the achievement first on this - Wards of the Dread Citadel. Then the NPC at light hope will give you repeatable quests.

The NPC in chillwind camp will not longer accept these - there is also nothing at light’s hope chapel.

The Argent Dawn Commission is a trinket that, when equipped, allows you to collect Scourgestones from Undead mobs in the Plaguelands via Argent Dawn Commission. Scourgestones can be turned in for reputation in any Argent Dawn camps for reputation. Each turn-in grants 25 Reputation with the Argent Dawn as well as an Argent Dawn Valor Token, which grants an additional 25 Reputation on use.

Same issue here. Nobody seems to have a problem on Wowhead, you’re just supposed to have repeatable quests on the Duke, but he’s got nothing to say to me.

I tried a couple of characters with max and revered reps but nothing. The revered reps ones I can get the replacement trinket but nothing in terms of turns ins. Unfortunately, I am sure I had a lot of those tokens sitting around but needed bank space so I applied them as rep years ago.

OK, it appears you have to get the achievement first and then the NPC offers turnins.
