Into the Reservoir quest - BUGGED - can't complete

I just picked my Covenant, Necrolord, and I cannot complete the quest “Into the Reservoir” because it says I can open “Tribute of the Ambitious” but I never received it.

I’ve tried quitting the turn in quest, but I can’t go back to the quest with the character who gives it to you “Sergeant Romark”, and so I never receive it.

Not bugged. You get the tributes from the world quest dailies (callings) and those are what you open to complete the quest.
