So I decided I wanted a specific artifact appearance on a character and thus went to level in Legion zones. The lag there is… Absurd, to say the least. Though my hotbar registers a latency of 60 ms, the truth is closer to a latency of 1000 ms. What’s going on?
I haven’t had any lag in Legion.
Do you have any addons that are active?
DBM, TomTom and Recount are the only addons I have on. I’ll try turning them off.
EDIT: Nope, not the addons.

I am doing the Legion zones, no lag.
Maybe the Legion zones are too big for small Gnomes and are the cause of the lags you get?
Addons shouldn’t have an impact on latency, that is more related to your connection to Blizzard’s servers.
I would try restarting your modem/router and see if that clears it up, or if other people are getting the same lag it may be an issue on Blizzard’s end.
Now that I think about it, I didn’t notice any lag until I got to Val’Sharah. I was fine in Dalaran, or at least I think I was.

Highmountain is the only zone I have left for questing.
Well if it’s just that zone it’s likely an issue on Blizzard’s end. Are other players getting the lag?
I’ve asked other players around me and apparently they’re also experiencing this, so definitely not my router or modem.
Yeah, like I said if it’s just that zone it is on Blizzard’s end. If it was in every zone it could be your equipment. I’ve noticed this in specific zones before too, you’ll have to wait for it clear up.
I also noticed that general chat is down in that zone.

must be having some crazy issues.
If your latency is normal and it still feels like lag that’s because of server lag. I was flying around in suramar the other week doing some wqs and it was laggy. Then I saw something quite fascinating! A ton of bots with withered around them the screen was littered with npcs. They were just standing in a spot farming over and over again. The typical boosted 120’s druids(they used the loot-a-rang lol good luck with that now).
Maybe they merge too many servers into one shard. There could be so many things going on.
It’s barely playable. I have noticed a large amount of players in that zone so maybe that’s related.
Well, if it’s bots in Val’Sharah, they’ll be at the Temple of Elune and I’m headed there next, so we’ll see.
It could just be that legion is a very popular expansion to level in? I honestly don’t know but I know what causes “server” lag and it’s a lot of players condensed in one zone/area.
did you party up at all? sometimes partying up puts you in a foreign phase with huge ping if the other dude was leader and at the other end of the world or something.

No, didn’t party up. I think Kwashiorkor might be right, it’s just that there’s a lot of people in Val’Sharah.
I’ve been noticing slight lag in Azsuna.
Not game breaking, just very slight delays in things like looting corpses.
Then again it’s a pretty busy zone with levelers. Haven’t seen it like that since 7.0.
