Has blizzard thought about the implications of having 4 healers Insurance! on the same target?
This is gonna be such a weird tier like, how are they gonna design the damage output of raids when there are likely to be 800-1600% spell power heals going out whenever someone dips below 40% health?
Is everything just going to have massive rot damage to chew through all of our insurance procs and then we just keep reapplying and repeating?

Your healing spells have a chance to apply Insurance! to their targets that heals them for [ 1,000% of Spell Power ] over 15 sec. Insurance! is consumed if an ally drops below 40% health to heal them for [ 480% of Spell Power ]. Approximately 4 procs per minute.
That’s the Druid one which has the highest coefficients.
Each healer has different coefficients but the 40% proc varies from 315%-480% depending on the spec.
In either case, it’s a hefty heal on its own.
There’s 4 healers in a standard raid group, it won’t be uncommon for 2-4 applications of Insurance to be on the same player.
It’s going to be weird. That’s a lot of HoT and then also a huge burst if they drop below 40% health.
The implications are that if they expect anyone’s health to drop and threaten death, they have to drop below 40% once to proc insurance and then cause them to drop low again. This means that we’re either going to see really painful rot scenarios or like back to back slam mechanics that drop everyone below 40% to proc all the insurances and then bring everyone low again to put pressure on the healers
Honestly, not to be a pessimist, but my experience tells me that you are overthinking way too much how deep devs go into synergy of abilities and tier damage design.
I have yet to see them design stuff that complex. Ever.
It will be fine, or it won’t be and then get nerfed 3 days in. That’s about it.

The initial WoWCast preview for 11.1 shows mockup numbers that are reasonable to be expected- 800k hot and 380k if consumed. Those are not wild and insane.
HW:Serenity is *currently* 1600% and heals for 1.2 million at ilvl 630. There’s no chance they’ll allow you to be dropping hots the size of a 45s cd via Lifebloom, Renewing Mist, PW:S, AND random procs for all those same specs.
