seriously, open all the sets so people can mix and match. I’d like to have two 2eir set bonuses.
They won’t do it, but it would have been cool, even more so with 6 tier pcs.

Why would you care about balance in a lull season?
This would be the best season to go WILD.
Thankfully, we have ReMoP inc and this place will be a desert.
Would I care, no. But I’m sure PVP’ers would care
PvP can be tuned separately, no issues there.
I think the issue is they balance classes around them or tune them accordingly based on the other things that class/spec has available.
E.G: If all three Blood DK sets were available 2 PC S3 + 2 PC S2 would be optimal. It was creating such an impact that they nerfed S2 initially when S3 came out.
When there is one set they can usually work on making it pretty impactful. When there’s three it will be a completion on how quickly all three sets get nerfed down to being negligible.
