Allow players to spawn the world dragons at the gates with an insane reagent grind that only druids get, cause as of right now, they are hard locked by some people that literally camp them.
Anniversary problems 
have you considered the diplomatic solution? convincing the said camping people to let you have a kill in exchange for something of equal or greater value?

Just buy loot from them. It’s allowed.
I suppose it’s a good thing that there is no single piece of loot from a world boss that will prevent your group from clearing any content available in the game.
Like, I get it, world boss design suuuuuuuucks. No argument from me on that. However, the nice thing about this version of the game is that the difference between BiS and 2nd BiS is pretty narrow. There are other pieces you can go after that will make you nearly as good.
Not having world boss loot isn’t going to make or break your progress in the game.
There are two solutions to your problem. Both are 100% within your control.
Diplomacy and PvP. One, the other or a mix of the two.
