Inspiring Vanguard, Not An Upgrade?

In the Prot Paladin talent tree there are two talents that make no sense to me.

Grand Crusader: When you avoid a melee attack or use blessed hammer, you have a 20% chance to reset the remaining cooldown on Avenger’s Shield and increase your Strength by 2% for 8 sec. Grants a charge of Judgement."
Inspiring Vanguard: “Grand Crusader’s chance is increased to 20% and it grants you 2% Strength for 8 sec.”

That makes no sense, they literally do the same thing. There is no “increase to 20%” because it already is, same with the “2% Strength for 8sec.” This has to be a bug, right… ?

You’ve probably noticed this by now, but the Grand Crusader text changes once you’ve chosen Inspiring Vanguard. Before choosing Inspiring Vanguard, Grand Crusader has a 15% chance, and there’s no strength buff. There are many spell descriptions that have their text modified by all talents that improve them, though it might be a little less confusing if that change only occurred in the spell book, and not in the spec tree.

This was originally a bug that was not working as intended and patched. This post is a year old and no longer relevant.
