Anyone knows how to get this buff, i didn’t find any information in wowhead or internet.

It’s from your Kegerator, once you build it.
After you build the rustbolt kegerator you’ll get a quest to set it down. Once you set it down it will permanently be at the bar area of rustbolt. Click the kegerator and a button will pop up. Click it and your character will rally the people at the bar and gain the inspired buff.
