Innkeeper Skye in Shrine of Two Moons "bugged"?

So I decided to re-bind some alts to the Shrine of Two Moons and come to find the Innkeeper upstairs in the Horde shrine no longer works.

I would like to thing it is simply bugged, but I feel like it was just another jab at wasting player time.
Throughout all of MoP and well beyond I had characters hearth bound to this Innkeeper’s location. I’m pretty sure I still have low level alts that should still be bound there.

Now, the Vale is a new hotspot and I begrudgingly decided to bind alts here since the Vale portals are clearly not coming back.
Only I find I can’t use my preferred Innkeeper of many years.

I’ve also noticed you no longer get a passive run speed increase in the Shrine like we used to… seriously, why?
Again, I’d like to think it’s just a bug, but everything done to make the world more “immersive” and feel bigger in the last few years tells me otherwise.

The move speed is still there on the alliance side. Haven’t checked the innkeeper though as I don’t have an issue with tabbing our while I’m flying across the jade forest.

You can still bind to the Golden Rose.

Go to the old map and talk to Bartender Tomro.

Switch back to new map. Tomro is gone but you’ll always come back to the new map inside the Inn.

Thanks, I was just going to test this out.
Seems like the 8.3 version is just broken, run speed and innkeeper work just fine in the old version of the Vale.

My alts always used to use the Innkeeper downstairs. No longer there?

Downstairs one is still working, I just prefer the upstairs one near the portal.
In the 8.3 version of Vale you can’t even interact with the upstairs one at all. They won’t sell any goods or bind your hearthstone.
