Cant continue quest chain. Ebyssian does not offer the quest at seat of the aspects. Has anyone completed this quest chain or is it time-gated? I’m stuck at 4/7 needing to start Inherited Sin

It is confirmed not to be time-gated. Blizzard post said it is not working as intended. There are no work-arounds for it but they are looking into it.
