Maybe they were designed to be guardians long ago? 
I think these creatures are spawn from a first one. I mean think about it.
My guess is they devoured afterlives that had run their course and were no longer in use, returning them to energy of the Shadowlands, so new Afterlives could be made. Or something.

I’m not knocking the Zerg or the Flood (I like Tyranids in Warhammer), I noticed the similarities.
Flood are the Precursors though whether or not they are the counterpart to the First Ones is debatable with the presence of the Endless and how they relate to the Mantle.
If the Mantle is infact the role of the Endless’s mouthpiece then the Endless are the First Ones not the Flood.
If the Endless are merely inheritors of the Mantle then the Flood are indeed the First Ones of Halo.
The implications are likely if anything to suggest that the Devourers are the Zerg of WoW not the Flood as that would be more the First Ones themselves.
I mean the scourge was like that in sense of their endless need for destruction what if these creatures are just that but more alien
