In essence i noticed this in legion dalaran, with the fragment crate merchant.
If you have restored artifact crates in your reagent bag, whenever you purchase a fragment crate the restored crates are not consumed with the purchase.
I have replicated this, as when i take them out of the reagent bag they do get consumed with each purchase and when i put them back in they stop getting consumed with each purchase.
