You consume a lot more msw procs, which is fun, but it left frost shock damage behind because more gcds are used on spenders, and less gcds are used on frost shocks that are no more powerful than before.
This is not just to make hailstorm better, this is also to spread the damage a bit better between frost, nature and fire so every wolf is good.
