Inconsistencies with Optional Reagents

I made a post about this on the Beta forums but zero responses or discussion took place, and now its spilled over into the live game so I would like to again bring it up for attention.

There is significant inconsistency with the ability to add optional reagents to crafting items, especially in the lower levels / expansions.

I am unsure why every item in the game can’t just be allowed to have a Relic of the Past slot, but I’ll assume for now that there must be SOME reason that I am unsure of.
Maybe some one can help me understand here?

Either way, the issue is two extremely similar items having different rules.
The clearest example is Imperial Plate gear.

Imperial Plate Shoulders do allow a relic of the past, and Imperial Plate Chestpiece does not.

The only difference I can descern is that the Shoulders are level 20 required and the Chest is level 23. Perhaps there is some cut off?

Well, the Imperial Plate Helm is level 23 required and allows an optional reagent as well!

So seemingly just some bug, but I can not understand why there is even a restriction on this, especially after the recent changes.
One way or another, if anyone can make sense of this inconsistency let me know!

Otherwise I hope to raise awareness about it and get it fixed.

Goodluck on it getting fixed, they designed this relic system and immediately destroyed it.

I disagree with that, and plan on using them a lot. Just need them to be allowed to be used first and foremost haha
