Quest: Strike While the Iron is Hot

The above quest cannot be completed, as the quest ability does nothing but root the enemies.
Allied NPCs are continually incapacitated and revive, over and over.
As of posting this, I have used the quest ability repeatedly for 15 minutes (1 minute CD) and have yet to complete the first of several waves. The ability deals 0 damage to enemies.
Attempting to directly engage the enemy NPCs results in very fast death due to their numbers.
