That is all. This is a hard cast ability and should be doing a lot more damage.
Same goes for living flame for evokers.

Chaos Bolt and Incinerate are both pretty underwhelming right now. If I look at a recent Ara-Kara log I ran, Incinerate was my 10th highest damage and Chaos Bolt was 4th.
While I enjoy the Diabolist demons and Shadowburn, CB and Inc are too weak and could use some love.

Chaos bolt on a full mastery and crit build is hitting for about 1.4 mil, which seems cool until you realize a glacial spike can hit for over 2 mil
Incinerate is just cheeks and either needs a 30% damage buff or a better way to proc instant casts
