Like the title says. There seems to be an issue with being able to proc this enchant. Is there any resolution to this?

Please Blizz fix this ASAP! It was reported as part of the PTR testing for 10.2.
Does not work for MM either. These were well reported bugs on the PTR. How on earth did it make it live?
