The Arbiter
The Arbiter judges the souls and decides which section of the shadowlands is best suited for them.
Bwonsamdi probably has a deal with the arbiter, allowing him to be the one who judges the souls of trolls and those his followers kill.
Eyir, Helya and even the Lich King quickly get hold of souls that recently died before they get sent to the Arbiter through the use of their respective Val’kyr. Should also include Sylvanas in this section as of Cata, as she got the hands on the remaining scourge Val’kyr.
Spirit healers act as death entities that restore life to those whos’ time is still not over yet. Aka they died prematurely.
