I don’t think Pirate = Rogue but there are definitely pirates that are Rogues. I remember a big part of the Rogue order hall was pirates during Legion.

Pirates tread the line of either being a Warrior or Rogue. Proof? Hearthstone.
Pirate decks are now archetypal to these two classes.
Outlaw rogues are pirates.
Thematically they can have similarities such as being perceived as scoundrels, cut throats and outlaws.

Just feels off. Warriors are clad in armor. Pirates are certainly an agility class, but still don’t feel like rogues. For one it makes no sense. Pirates aren’t quiet, stealthy, hide in the shadows like rogues or assassins.
Giving them stealth makes no sense.
I miss combat rogue.
Outlaw rogue became a Pirate style thing in Legion and remains since then.
Outlaw is the pirate spec. Combat was more of a berzerker sort of thing.

Rogues can be seen as assassins, thugs, cutthroats, and yes; pirates. Doesn’t mean every pirate is a rogue though, or that every outlaw rogue is a pirate.

I believe that Outlaw Rogues touch on the pirate theme! I don’t think that all pirates are rogues … some are mages, warlocks, and warriors (around Booty Bay area, for example). So I would say that one is neither required nor sufficient to assume the other, but the combination is possible!

What? It is precisely because Blizzard is essentially reusing the assets that is a good source. They realize the line between a warrior/rogue and a pirate is blurry. That is not exactly either of these two but a weird hybrid of both.
