the dragons have a history of not doing that, remember when wrathion spent all of pandaria saying he was preparing for the legion to return? he was nowhere in legion.

And yea, those aspects have to be the most worthless dragons I have ever seen. They just sit in the back sucking up power while we do all the work.
They have to recover their flights and re-establish themselves in their home before they can be of much help to anyone.
Also considering that all of this patch happens before Thrall and Jaina can even make it back with the faction armies, I’m inclined to think that the canon timeline for this initial campaign is pretty quick, like a couple of days. Maybe they’ll show up later.

They need to fill up all the hatcheries first. It’s the same mindset of a parent on a flight going down, get your oxygen mask on yourself before you put your child’s on.
The writers seem to have forgotten that Khaz Algar and the caverns underneath are part of Azeroth.
