this quest isnt appearing which is preventing me from continuing the dungeon set 2 line
can provide screenshots if needed.

This is happening for me as well on Crusader Strike. I checked that I did get the quest completed flag from the console command on https://www.wowhead.com/classic/quest=84166/just-compensation and it is returning as ‘true’ as well as the console command from https://www.wowhead.com/classic/quest=8933/just-compensation. Deliana is only available as a vendor and is not offering the next quest in the chain.
