So, went after Foreman Scripps in Stormsong Valley and like with all other Rares I noticed after the first kill he is not Rare anymore. Do they become Rare again after a while and if not does this effect the loot drops that I have seen that they would drop being “Rare” status. This npc is something I would like to try to farm as he has supposedly Goldmane’s Reins and would love to collect it.
Most rares only are “rare” once a week (resetting on tuesdays) to prevent mass farming, I would guess that rare is one of them.

Ok…I just wonder if the mount drops only during the moment of rare status or if it can still be able to drop at all times. .08% chance for it according to WoWHead but they have no “updated” (I guess you could call it that) info that I could really find there or anywhere else. Thanks for the answer…just wonder now if worth camping and farming it or wait till tomorrow and it again.
Special loot table rewards such as gear, mounts, pets, and toys, can only drop when the mob’s status is “rare” for you.
When the “rare” status is removed, the loot table also converts to the standard mob loot table.

The item you’re looking for doesn’t seem to be limited to just that one rare. It looks like it’s a super rare zone drop in Stormsong Valley. So, it looks like the best strategy would be finding a good place to grind mobs there — many Wowhead comments point to the Brineworks. (Althernately, since it looks like it’s not BoP, you can work towards earning the gold needed to get it off the AH. That also looks like a very long grind as current prices are at 600k gold, but at least that’s a grind with an endpoint.)
