In PVP why does our 4 set do less damage. It says 300% but does half damage

Hunter 4 set gives a 300% explosive shot. If you do this on a pvp target dummy it does not give 300% it actually does 50% less damage than a normal explosive shot.
It does work as advertised in PVE.
I am thinking the 4 set is worthless in PVP.
Why is it so nerfed in PVP???

Basically all tier is nerfed significantly in PvP

It used to only be nerfed by 50%, but is now nerfed by 75% in pvp due to oneshots.

You get too few lock n load procs anyway, so this bonus is not good. I don’t use it personally unless i play crit/haste build and i want the stats anyway.

I’m not using the 2/4 piece at all for PvP. On paper it looks weak for PvP, and in reality its weaker than weak. Fortunately MM does not need it in PvP to be effective.

The 2 pc is trash too and the 4 pc is trash.
