Discord has more tools and is overall better because of it, but the in-game version we have today is totally fine quality wise. It just came way too late for people to adopt it.

It had a rocky start. By the time it was adjusted, too late.
It is just naturally inferior to what is offered by free programs. Its hard to make a case for why it should exist rather then why it isn’t popular.
The things that are better about Discord are largely only better when using it as a permanent server for a guild / team / community.
For the purposes of a pug group you’ll never see again, in-game voice chat is basically equal and has the advantage of being a button press away for anyone, no copy paste no server clutter just join group hit T.
Not saying Discord isn’t better, just that it doesn’t really matter for what a pug is.
Why would anyone wanna talk with some randoms in a pug?

Used to be a LOT more common for people to require voice for pugging raids.

(Maybe not literally you, but that’s the kind of stuff voice is helpful for. There are ALWAYS people who don’t have the best understanding but all it really takes is 1 sentence to fix what they’re doing in the moment most of the time)
