There is a lot more context to that example than the OP, but fair point on that specific issue with tagging. If it happens repeatedly then it’s griefing and already reportable.
As for the gear score, I said nothing of the sort in what you quoted. The barriers for entry to BFD are some level 20ish bind on pickup items and a free action pot. Those are the insane requirements you’re complaining about.
